Responsible for planning and managing the delivery of business
systems solutions and associated application technical support
services in support of business objectives. This includes project
planning, estimating, execution, and implementation. Responsible for
working closely with the business analysts and Information
Technology Services to ensure the efficiency and effectiveness of
systems solutions deployed in support of business goals and
objectives. Responsible for ensuring projects are delivered on time,
within budget and according to specifications as well as project
team development and technology vendor relationship management.

1. Uses a relatively high degree of concentration
to plan and organize multiple, simultaneous projects
for systems or changes to existing systems. This
includes working with business analysts to document
business processes and requirements. Manages
prioritization and competing objectives to deliver
projects according to expectation. Involves
performing essential job functions in an established
office environment under normal lighting and climate
control tolerances.

2. Responsible for application systems/project
planning, estimating, tracking and management. This
includes working closely with the business analysts,
legal teams, developers, quality assurance, and
external customers and vendors in defining
systems/project priorities, scope, approach,
resource requirements, timing deliverables and
funding.

3. Provides leadership and direction to the project
team staff in a matrix environment. Manages
Technology and consulting vendor/partner
relationship, service delivery and overall
performance as pertains to assigned projects. Using
facilitator and conflict resolution skills, manages
the team to successful delivery.

4. Maintains portfolio view to manage resources and
time across multiple projects.

5. Serves as team player by providing quick
turnaround on deliverables, requiring ability to
work with Staff, vendors, and committees under tight
deadline pressure. Defines problems, collects data,
establishes facts, and draws valid conclusions.
Interprets an extensive variety of technical
instructions in mathematical or diagram form, deal
with several abstract and concrete variables and
human interactions to establish and mitigate risks.

6. Uses critical path methodology, team building,
meeting facilitation and change management skills to
facilitate the management of assigned projects.
Responsible for planning, organizing, and directing
assigned projects to achieve established objectives,
optimal technology solutions and overall project
success.

7. Serves as consultant for business analysts,
fund-raising or service department customers of
assigned projects. Works with business analysts to
identify and design/develop new system solutions
including technical applications and associated
business processes. Manages new training development
and documentation of operating procedures.

8. Oversee the development of relevant project
proposals and budgets and recommend approval of them
before submission from the business analyst.

9. Ensures completion of deliverables and adherence
to timelines; track milestones and timelines across
projects and institute necessary work flow,
personnel and financial resource allocations, making
alterations when necessary to meet expectations of
clients; analyze and resolve issues that have the
potential to jeopardize performance and/or ability
to meet agreed upon deliverables; analyzes financial
and operational reports.

10. Maintain records of expenses and approve payment
for contractors. Track milestones and/or percent
complete and inform accounting as these levels are
attained so invoices can be sent in a timely manner.
Review and approve invoices to sponsors.

11. Proactively identify changes in work scope and
ensure appropriate planning measures are taken with
internal and external clients to reassess,
renegotiate and amend scope of work
responsibilities, proposals, contracts and budgets.

1. Analyze trends, develop and maintain a program for
organizational learning and sharing of experiences,
internally and externally.

Knowledge - Requires general knowledge of computer; speak
and write in a clear and understandable manner for
internal/external relations; understands complex verbal or
written instructions; must be well organized and systematic
in work processes, possess excellent communication and
collaboration skills with the ability to work effectively
with groups and in the conduct of meetings.
Must be able to take direction and juggle multiple projects
as needed. Knowledge ordinarily acquired through Bachelorís
degree and 5 years experience combining technical,
analytical, and functional experience including experience
in project design, project scheduling and/or contract
administration or a MBA degree and 4 years experience
combining technical, analytical, and functional experience
including experience in project design, project scheduling
and/or contract administration. PMP certification preferred.
Must possess a valid driver's license. (essential job

Mental - Requires relatively high degree of concentration
and attention intermittently to perform program analysis and
recognize trends approximately 90% of time; periods of
mental effort and concentration followed by other aspects of
job with lesser concentration and attention requirements.
